   This course taught me that a heatwave response is not a single department’s job but a complete chain – from institutional responsibility to funding to communication. A written promise is just one step; unless it becomes a permanent budget and policy with feedback loops for weak signals areas, the last family will still be left out. Monitoring is not to count failures, but to find gaps and improve.
